Short description

The Nordic governments have agreed on an ambitious political goal: to strengthen the region’s resilience and, within the field of crisis preparedness, to achieve a "borderless Nordic Region." Cooperation in this area is based on the so-called Haga Declarations. However, the pandemic exposed a clear discrepancy between vision and reality – the introduction of national border controls during COVID-19 demonstrated how far the coordinated Nordic crisis response still is from becoming a reality. Our research project examines this gap between, on the one hand, the Nordic states’ declared commitment to joint crisis preparedness and, on the other hand, their thus far limited capacity for actual coordinated crisis management.

Research questions and objectives

In this project, we aim to answer the following questions:

  • What are the main obstacles to deepened Nordic cooperation on crisis preparedness?

  • What political and institutional conditions are required to enable joint crisis management?

  • To what extent does political and administrative learning take place based on previous crises?

In-depth knowledge of interstate cooperation is crucial for society’s ability to address cross-border threats such as pandemics, extreme weather events due to climate change, cyberattacks, and CBRN threats (chemical, biological, radiological, and nuclear threats).

The overarching objective of the research project is to contribute to the development of knowledge about interstate cooperation in the field of crisis preparedness, with a particular focus on the interplay between crisis preparation and the capacity for coordinated crisis response.
